Cathryn Ross

Director of Regulatory Affairs

Cathryn is responsible for developing and implementing BT’s regulatory strategy across the group, covering regulation in the UK and beyond. Cathryn was formerly chief executive of Ofwat, the independent economic regulator for the water and waste water sector in England and Wales. Cathryn is an experienced regulatory and competition economist and has worked across a number of different sectors advising on economic, regulatory and competition issues.

Alex Towers

Director of Policy and Public Affairs

Alex leads BT’s political strategy and its public policy work, both in the UK and around the world. Before joining BT, he was the Director of the BBC Trust- the BBC’s regulator and governing body until 2017. In his earlier career, he was a civil servant at DCMS, where his work on media policy included the 2003 Communications Act, Ofcom’s first review of public service broadcasting and the BBC Charter Review that followed.

Emily leads the economics “centre of excellence” within BT which provides economic thinking and analysis to further key commercial, regulatory, policy and strategy goals wherever it is required in BT. The team analyses the markets in which BT operates, and helps to make sure that BT’s strategies are based on sound economics.
